Howard County reads as new construction, and much of it is. The pre-1978 rental stock hides in two places. The first is obvious: Ellicott City’s historic Main Street district, Oella, Elkridge and the mill town of Savage, with 19th and early 20th century houses. The second surprises owners: Columbia’s first villages. Wilde Lake opened in 1967, and Harper’s Choice, Oakland Mills, and Long Reach followed before 1978, so a large share of Columbia’s original townhouses and apartments fall on the regulated side of the line.
Maryland’s Reduction of Lead Risk in Housing law does not care that a Columbia townhouse looks modern. If it was built before 1978 and is rented, MDE’s Lead Registration for Landlords page applies: register the unit, and provide a valid lead inspection certificate at each tenant turnover unless the property is certified lead free. The good news is that late 1960s and 1970s construction used far less leaded paint, so these units pass the dust test at a high rate and many can earn a Lead Free certificate outright.
The inspection comes from an MDE-accredited lead paint inspector, not from us. This page matches Howard County owners with an independent inspector, and for early Columbia stock we usually suggest asking about an XRF survey at the same visit: if the survey finds no lead paint on the tested surfaces, the Lead Free certificate ends the turnover cycle for that unit permanently.
Inspection and certificate in Howard, step by step
- Register the unit with MDE. Owners of rental homes built before 1978 must register (MDE, Lead Registration for Landlords). The Property Owner Compliance Summary sets the first deadline at 30 days after acquiring the property.
- Book an accredited inspector at notice. Only MDE-accredited inspection contractors can issue the certificate. We match you with one covering Howard.
- Paint check, then dust wipes. The Full Risk Reduction standard is met by passing the lead-contaminated dust test, provided chipping, peeling or flaking paint has been removed or repainted inside and out. Samples come from each room and go to a qualified laboratory (MDE, Lead Paint Certificates for Rental Housing).
- Certificate filed with MDE.The inspector submits it through MDE’s Lead Rental Certification and Accreditation database; you keep a copy for the tenant file.
- If it fails, fix the listed components with accredited crews and re-test. Our failed inspection guide reads the report line by line, and the cost guide publishes correction prices.
Which test applies to which situation, how long each certificate lasts, and who must register are covered on the inspections guide. The certificate types and the turnover timeline are on the lead certificate page.

For a 1970s Columbia unit, the first question to ask is whether a Lead Free survey makes more sense than a turnover dust test. A single XRF visit that comes back clean costs more up front than one dust inspection and saves every inspection after it.
What Howard landlords ask
My Columbia townhouse was built in 1974. Does the lead law really apply?
Yes. The line is 1978, and MDE’s Compliance Summary says compliance is mandatory for rental dwelling units built prior to 1978 regardless of renovation history. In practice a 1974 unit is a strong candidate for a Lead Free certificate: the MDE fact sheet sets that standard at XRF readings below 0.7 milligrams per square centimeter or paint chip samples below 0.5 percent by weight, and mid-70s paint often clears it.
What is the difference between the turnover inspection and a Lead Free survey?
The turnover inspection tests dust: wipes from each room, lab analysis, results below the state levels, with the paint confirmed intact first. It has to be repeated at every change of occupancy. A Lead Free survey tests the paint itself with an XRF analyzer surface by surface. If no lead paint is found, MDE exempts the unit from further risk reduction inspections. Our inspections guide walks through all four test types.
Does an Ellicott City historic house have any exemption?
No age or historic exemption exists in the law. The MDE Compliance Summary lists two exemptions: hotels or motels and similar transient facilities, and properties an accredited inspector has certified Lead Free or Limited Lead Free. A historic house with lead paint on the exterior only could qualify for Limited Lead Free, which MDE says is good for two years between exterior re-inspections.
Who do I call first, an inspector or a contractor?
The inspector, always. Testing first tells you whether any work is needed at all, and COMAR 26.16.01.09 keeps the inspector financially independent of any abatement contractor on the job, so the test result is not a sales pitch. If the unit fails, we arrange accredited crews for the specific failed components and an independent re-test afterward.
